The solar panel charges the whole unit over a longer period of time.

The flashlight does not consume much power so yes this would be powered
first and then its charging capabilities.

How long does it take to get panel fully charged with full sun?

The Solar Panel on the Voltzy Powerbank is intended for emergency uses
only.

It will very slowly charge the powerbank. The bulk of the power will need
to be charged via USB.
