What’s is the nonstick coating made of? When does it usually begin to flake off?

The coating is Whitford's Eterna special patented coating made of fluoropolymer. It does not flake off.

If the material is cast aluminum, how can it work on an induction burner?

The bottom of the pan has a steel plate with holes in it that works on an induction burner. The steel plate creates even distribution.
