Is there a screen to keep out insects?

There is a separate accessory called the Bug Net to keep insects out.

Can this be left outside in the elements or does it need to be taken down when not in use?

You can leave it outside but prolonged exposure to the elements will cause it to deteriorate over time. It is best to bring it down when not in use.
