The Carte de visite started in Paris in the 1850"s. By the start of the Civil War in 1861, they had become a very popular and inexpensive way for people to take photos and send them to loved ones. At this time they also became highly collectible. Before the days of movie stars, military and political figures were the celebrities of the time, making their cdv's the most sought after of the time. What most likely happened was a collector of the time was able to get the cdv to Lincoln to have him sign it. The other likely possibility is that Lincoln signed it as a gift for someone. This was a big practice of the time as well.
