It lets you spoon up your loose leaf tea with the scoop, and the opening at the top of the shaft lets it fall down into the handle, which doubles as a strainer. Just scoop, tilt, and stir. When you're finished, remove the cap at the end of the handle to release the used tea, and rinse it out. Ta-Da.
