It is raw metal so whatever paint sticks on metal will work. We've had artists paint on them before.

Do they come full or empty?

They are fully functional fire extinguishers.

1st picture has great patina but 2nd picture doesn’t. Can you clarify?

Every piece is unique, some rawer than others, with more or less rust building up over time depending on the hygrometry of the room.
