Is their a fee for live stream?

No, there are no additional fees other than what you will pay for the product.

It says this is available in Canada but our winters regularly drop lower than - 20C (-4F). Will these temperatures damage the hardware or simply render it inoperable until it warms?

The minimum recommended operation temperature is -20 C or -4 F, under which the Floodlight Cam may not work properly, and it is possible to diminish the lifespan of the hardware components.

Can the alarm be shut off?

Yes, you can turn the alarm off through the app.
