Are the wood slats intended to rotate, or are they fixed?

The slats are intended to rotate. They do not have a motor and they are not so loose that they will just freely swing around, but they are not glued in position so they are intended to have some natural kinetic movement, and/or freedom for the owner to reposition as desired.
