Are they noise canceling?

The MW50 Headphones do not contain Active Noise Cancellation technology. Note that the memory foam lambskin earpads help to block out outside noise.

Do they come with over the ear cups as well?

The MW50 Wireless On-Ear Headphones do not come with the over-the-ear cups.
