Is this good for writing notes quickly or is it specific to drawing?

This is specific for drawing. The tip retracts when it is not in so is not usable for regular notes.

Can it be used on any kind of paper?

Yes, it is a gel ink so just about any paper will work.

Will it work on skin, as a temporary tattoo?

The ink will only stay as long as any other gel pen would stay on the skin since it is a pen point with gel ink inside.
