Yes, by a process known as "annealing" the silver coin/ring can be stretched when heated to a hot enough temperature.

Is this 1 complete coin or just part of a coin? what purity is the silver?

Each ring is made from a new silver dollar that is punched, formed, heated and stretched into a ring. The composition is 90% silver.

Is this .999 silver?

They are made from real antique silver dollars. The silver content of old U.S. silver coinage is 90% silver or .900.
