This has a Japanese Seiko SII NH36 movement.

Can you see the time in the dark?

Yes, after the lume got charged from the light. It will glow bright for about 15 minutes and will start to fade but continue to glow for few hours there after - so you would need to give your eyes time to adjust to see the lume.
