Since there is a draw string in the back of the shoes that allows you to adjust the size, you want to round up the size.

Does the size of foot does not matter? Is there a draw string at the top to close the shoe around the top ?

Yes, the size of foot matter. Please see the fit guide next to the price for shoe size conversion.

There is a drawstring behind the shoes. You do not need to close the shoe around the top as the upper material will be on the skin like barefoot in the water.

What is the purpose of the duckbill at the front of the shoe?

It gives the same function of rubber fin to help your swimming under water. It will never bother while you are waking or running. Actually, it helps when you are walking at the beach.
