These are adjustable belts. They fit sizes 24-56

Do you cut off some of the belt that you don’t need?

Yes, that is correct. There is a mechanism on the back of the buckle that you just lift up and the strap comes out. Then, you cut the slack and put it back in the buckle and are ready to go. It takes just 1 minute to do.
